Schaumburg’s Village Board voted unanimously to approve a $237 million multi-year Capital Improvement Plan, which includes $49 million in improvements for the next fiscal year that begins May 1st.
The Capital Improvement Plan (CIP) is a comprehensive plan that sets the direction and priorities for the village’s capital improvement projects and associated funding for the next five years. The CIP is updated annually and represents the village’s commitment to sustaining its roadways, infrastructure and community facilities in an appropriate state of repair.
The plan reinforces the village’s commitment to improving vital infrastructure with 64 percent of the plan ($151 million) dedicated to roadway improvements and 16 percent of the plan ($39 million) dedicated to water and sewer improvements.
In FY 2020/21, $10 million is allocated for local street repair – an increase of $2 million from previous years’ programs – which will come from recent increased State Motor Fuel Tax revenues and the reorganization of other village funds. The list of streets that will be included in the 2020 street improvement program will be available on the village’s website at www.schaumburg.com in February.
An additional $13 million is budgeted for major road project improvements. A significant road project for the upcoming fiscal year includes completion of Woodfield Road from Meacham Road to East Frontage Road which began in 2019.
“Our infrastructure is the foundation of our community and is something everyone sees and uses within the village,” said Village President Tom Dailly. “The village is continuing its efforts to plan ahead, seek grant funding opportunities, and perform necessary improvements so that we can continue to provide a high quality of life to those who live in and enjoy our community.”
Replacement of water mains will be conducted in conjunction with some planned street repairs as well as in five other locations that have significant break history signifying need for replacement.
During the next fiscal year, the capital plan invests $9.2 million into the 90 North Tax TIF District. Projects include intersection improvements at Meacham and Algonquin roads to increase capacity and the Phase One construction of the 90 North District Central Park. The urban style park project is envisioned to be a regional draw for the surrounding residential and office developments as well as visitors to the nearby shopping and restaurant uses. The 2020/21 capital plan continues investment in video detection technology to maximize traffic flow in the Greater Woodfield area and also includes designs to add the technology in other areas of the village such as at the intersections of Springinsguth Road and Bode Road and Martingale Road and Corporate Crossing.
Other mobility and pedestrian improvements include enhanced crosswalks on Woodfield Road at Meacham Road, Plaza Drive, Mall Drive, Martingale Road, and the Streets of Woodfield entrance. Funds are also budgeted for pedestrian safety improvements along Springinsguth Road as well as five other high priority pedestrian crossings that are in the vicinity of Schaumburg schools. These crossing improvements are expected to include enhanced crosswalks, push button activated rectangular rapid flashing beacons, and other treatments to promote safe crossing for students and their families.
