CDBG funds are allocated on an annual basis from the U.S. Department of Housing & Urban Development (HUD). Funds are intended to create viable communities by providing decent housing, a suitable living environment, and expanded economic opportunities for low- and moderate-income residents.
In order to receive funding, the village must develop a Five-Year Consolidated Plan with an Action Plan that is updated annually. The village is also required to annually report on the progress of activities through the Consolidated Annual Performance & Evaluation Report (CAPER).
In previous years, the village has granted CDBG funds for the following activities:
- Public Facility & Infrastructure Projects (see below)
- Public Services (see below)
- Residential Rehabilitation Loan Program
- Handyworker Program
- Small Business Loan Program

Five-Year Consolidated Plan
The Consolidated Plan is a comprehensive five-year planning document that identifies the overall housing and community development needs of the village, outlines available programs and resources, and establishes a strategy for prioritizing and addressing these needs.
The Five-Year Consolidated Plan is a collaborative process whereby a community establishes a unified vision for community development actions. HUD requires that entitlement jurisdictions look at the community as a whole, so each community can develop a vision that addresses issues such as affordable housing, adequate infrastructure, fair housing, civic design, the environment, and economic growth. The goals of the Consolidated Plan are to provide decent housing, a suitable living environment, and expanded economic opportunities to benefit low and moderate-income residents.

Annual Action Plan
The Annual Action Plan identifies programs, projects, or activities that the village plans to address the housing and community development needs of the community over the next program year. The Community Development Department has prepared the 2025 CDBG Action Plan for program year 2025, beginning October 1st, 2025, to September 30th, 2026. The 2025 Annual Action Plan identifies the projects and program that are proposed to be undertaken to address the housing and community development needs of Schaumburg in the first program year of the 2025 - 2029 Five-Year Consolidated Plan.

CAPER
The Consolidated Annual Performance and Evaluation Report (CAPER) is designed to report on the progress in carrying out the Annual Action Plan. The CAPER is also designed to provide the jurisdiction an opportunity to assess its annual performance in relationship to meeting its overall five-year Consolidated Plan priorities and objectives and to discuss what actions or changes it contemplates as a result of its annual performance.
The Draft 2024 CDBG CAPER, is now available for public review and comment, starting on October 20, 2025 to November 7, 2025.
The Village will also conduct a public hearing on Thursday, November 6, 2025, at 2 p.m. in Conference Room 120, Temporary Village Hall, 1000 E. Woodfield Rd., Schaumburg, Illinois, to solicit feedback on the draft 2024 CAPER. All persons desiring to be heard will be given the opportunity to be heard.

Citizen Participation Plan
The village has prepared a Citizen Participation Plan, which outlines the policies and procedures for citizen participation with respect to the village’s CDBG-related plans. The Citizen Participation Plan includes information on outreach, amendments to the plans, public hearings, and availability of plans to the public.
Public Facility & Infrastructure Projects
The village provides funding to eligible public facility and infrastructure projects. In past years, the village has assisted public infrastructure projects located in eligible, low- and moderate-income areas or public facility projects that serve eligible, Schaumburg residents. Some of these projects included the acquisition and renovation of group homes, renovation of non-profit facilities, and construction/replacement of sidewalks.

Public Services
The village allocates 15% of the CDBG allocation towards public service programs that assist low- and moderate-income residents. The village is currently assisting the following public service agencies:

| Life Span | Legal representation and counseling to victims of domestic violence, sexual assault, and human trafficking |
The Village of Schaumburg typically accepts Community Development Block Grant (CDBG) funding applications for eligible public service proposals in the spring of each year.
