Who is "BSI"?

The Village of Schaumburg has contracted with Backflow Solutions, Inc. (BSI) to manage the Cross-Connection Control Program. BSI has experience managing these programs across the country, with many of their accounts being located in the Chicagoland area.

Your backflow prevention device MUST be tested annually. BSI will mail you a letter (to non-residential backflow assembly addresses only) 30 days prior to your due date to remind you of your upcoming required inspection, and once again a day after if they do not receive an inspection report on the due date.

Why did I get this notice?

You received this notice because our records indicate that the annual test result for your cross-connection control device (backflow prevention assembly) has not been received by the required date.

Under State of Illinois regulations, cross connection control devices are required to be inspected and tested at least once per year by a qualified inspector to ensure they are functioning properly and protecting the public water supply. This requirement protects your drinking water from contamination caused by backflow , the reversal of water flow that can introduce non-potable water, chemicals, or pollutants into the public water system.

Illinois Regulatory Basis:

  • Illinois Administrative Code, Title 35, Section 604.1510 – Cross-connection control devices must be inspected and tested at least annually by an approved inspector
  • Illinois Administrative Code, Title 77, Section 890.1130 – The State Plumbing Code requires that backflow protection devices be installed where necessary to protect potable water, and that they be accessible and maintained.

How often do I need to get my backflow device tested?

You are required to have your device tested once per year in attempt to protect not only the city’s public water supply, but your home’s plumbing as well.

How do I comply?

To comply you will need to annually hire a licensed plumber with the proper backflow certification to come and test your cross-connection device to ensure it is working properly to ensure compliance.

Who can test my backflow device's' and who is responsible to send information to BSI, Inc.?

Backflow prevention devices may be tested by a State of Illinois licensed plumber who is also certified by the IEPA as a Cross Connection Device Inspector (CCDI).

Your tester is responsible for returning signed inspection reports to BSI through their website/online dashboard. The inspection report must be submitted within 5 calendar days of when the test was completed. Testers should provide their customers with proof that the reports were submitted.

Can  you recommend a licensed tester?

Due to liability reasons, the Village cannot recommend contractors. Residents and businesses can check search engines and sites such as the better business bureau to select qualified candidates.

What happens if I can't comply before the deadline?

Please reach out to Community Development Department as soon as you can to let them know you cannot make the deadline to avoid any fines or fees, you will also need to let them know when you will be able to have it tested, as they may potentially grant you an extension. Each request will be evaluated individually.

If you fail to get your device tested within the annual test date, you shall be summoned to adjudication for violating the village code. 

What if my device fails the inspection?

If your backflow prevention device fails the inspection, it must be either repaired or replaced. In order to replace your backflow prevention device, you are required to apply for a permit from the City’s Community Development Division, located at city hall.

It is the property owner’s responsibility to maintain testing and incur the costs that may come with testing.

How do I get a backflow device removed?

In order to remove a backflow device, you must apply for a plumbing permit from the Community Development Department. Public Works officials will then be prompted to inspect your plumbing and determine whether or not you are able to relocate, replace, or remove your backflow device.
